Follows the original Morgan Nick Alert information when CAREN
started being involved in 2002.
Since then there has developed two levels of alert:
LEVEL ONE:
The Childs Life is in imminent danger or a child of 12 years of age
or younger is believed to have disappeared under possible criminal
activities. You should, in my opinion, activate the alert on your local
repeaters per the suggestions below.
LEVEL TWO:
All other disappearances. I do not activate a Ham Radio alert on
Level Two Alerts.
The following information is a suggested format. You can alert
anyway you want on your repeaters. The object is to help find abducted
children.

MORGAN NICK ALERT
Arkansas' Statewide Plan for the SAFE return of abducted
Children
The Morgan Nick Alert is a critical missing child response
program that utilizes the resources of law enforcement, the media, the
public and the Central Arkansas Radio Emergency Net (CAREN), to notify the
public when children are kidnapped.
The Arkansas State Police is the administrating agency for
determination of Morgan Nick Alerts. Once local law enforcement confirms an
abduction, they notify the Arkansas State Police who decides if applicable
criteria has been met. If so, the Arkansas State Police emails and faxes the
statewide alert and activates the Emergency Alert System.
Typically there is a two-hour delay in the initial report of a
missing child. 74 per cent of children murdered are killed within the first
three hours of abduction. Time is critical to the success or failure of
recovering abducted children. The goal of the Morgan Nick Alert is to
shorten the notification to the media, the public, and entities that possess
radio-dispatched vehicles involved in traveling and being outdoors. The
CAREN Club's 146.94 linked repeater system uniquely fits the alert criteria
of immediate notification. Assuming 50 MPH travel time, the first two hours
after an abduction, the coverage range of the 146.94 repeater of
approximately 100 miles from Little Rock and the 200 miles range of the
linked CAREN Club repeater system, offers the traveling Ham Radio Operators
a four hour window of opportunity for assistance.
ACTIVATION
The CAREN Club is activated by email from The Arkansas State
Police Headquarters.
CAREN Club Officers, ARES-RACES Emergency Coordinators, Assistant
Emergency Coordinators will activate a "Morgan Nick Alert" on the 146.94
repeater or linked repeaters, whichever is applicable.
CAREN Club Officer's, ARES-RACES EC's, and AEC's, will announce the
description of victim, suspect and/or vehicle every 30 minutes for first
four hours after abduction. Ham Radio operators now become the eyes and ears
of law enforcement.
OBSERVATIONS
1. Take no independent actions. Upon observation of victim,
suspect, or vehicle, immediately dial 911 and report possible Morgan Nick
observation. Get as good a description as possible. Height, weight,
clothing, facial hair, vehicle, direction of travel, exact location and any
general information of identity. Be as discreet as possible. It is best if
the victim or suspect is not aware of being spotted. DO NOTHING TO PUT THE
VICTIM OR YOURSELF in harm's way. Take no action except to dial 911.
2. Observe Interstate highways, Observe your neighborhood. Observe
suspect vehicles located in unusual situations. Be incredibly alert.
DE-ACTIVATION
The Arkansas State Police will email cancellation of a
Morgan Nick Alert. When Cancellation is received, The CAREN Officer,
ARES-RACES EC, AEC, activating the Morgan Nick Alert, will announce the
Cancellation on the 146.94 linked repeaters as appropriate.
