[PaQSO] Saving the Party

Along with many others, I hope the Pa Party survives. Since the Plaques 
seem to cause much work, why not make arrangements with a plaque vendor 
and let the winners contact that vendor and make their own arrangements. 
This leaves the administrators out of that loop and perhaps lowers the 
workload enough to attract a new leadership team.
