[PaQSO] Rover operations

My comments on "Rover" operations.  I've done a fair
amount of that stuff, in PAQP and in OHQP.

If I have a driver, I like to be able to QSO while 
between sites.  If I am solo, then I prefer the no
operation between sites approach.  Depends upon 
which you want to encourage.  

Rule change I'd like to see......get rid of the 
utterly stupid bonus points for each county operation.
Replace that with something that is a real bonus for the
guy who goes to the trouble to operate in a rare county:

     If you operate in a county, you get the 
     MULT for that county.

Don't know how many times I've operated in counties
which I didn't work!  In OHQP I've beat myself twice by 
giving unique mults to others who gave me nothing in
return.
