I am baffled why hams try fixing things that aren't broke. This is a beautiful contest and the results every year confirm this.
So what if stations misses a few counties. We continue to play for nothing other than bragging rights.
For many years, VHF contesting has had the same problem. After every contest, hams want changes made to enhance their scores. 
It has done nothing other than gotten some people worthless awards.
Gentlemen, enjoy what you have. It's getting very late for most of us.
BTW - Mobiles and rovers are only a small percentage of contacts in my log.
Those to be thanked are out of state stations. They make this contest terrific.
I operated a limited amount of time this year, due to hernia surgery. Hopefully by next year, I'll put in a better effort
