1 QSO.
(And anywhere from 0 to 5 multipliers, depending on where he's sitting and when you work him... potentially, 3 counties and 2 sections)

A few of us who've been around awhile (that means you too Chip!) will remember when what was informally known as the "KC3CL Rule" was put on the books... although it is probably worded a lot better these days. My friend Dave K3SK, formerly KC3CL, operated from a 2 county line one year. He worked everyone twice... one QSO from one county, one from the other. (If memory serves, Dave claimed that he was moving from one end of his truck to the other between Q's). Dave alleged, after the contest, that the wording of the rules wasn't clear on whether or not this was copacetic, so it wasn't forbidden... and the next year, the rules were updated to make it clear.

So, do I count a 3-county county-line station as 3 QSOs or 1 QSO?

Hope this isn't a dumb question.
