[PaQSO] Multiplier for Ontario & CA QSO Party

And just so everyone knows, when RAC added the 4 Ontario Sections, I was planning on trying to make some sense of the VE’s.

But the more I looked, there was no consistency at all. Even ARRL contests had separate different section names for Canada. 

So my rationale is to wait until some consistency is achieved, otherwise it will be just one more different section accounting in a forest of inconsistent section accountings.
