[PaQSO] Query regarding county line stations

The county line station "gains" being more desired, and will be sought after. 

Suppose I hear "SNYDER UNION", if I have Union, I'll still stand in line to get Snyder

Altho the county line operation does not get a point bonus, their score might be higher than a neighbor 500' off the line. 

Mileage may vary.
