[PaQSO] Query regarding county line stations

Please correct me if I have the rules incorrect. 

A county line station gets to count a QSO with another station as a single QSO, but he hands out multiple counties. That's great for the other station but what does the county line station gain by doing this? Wouldn't he be much better off setting up as a rover in one county and then moving to the next where he could work the same stations over again AND get QSO point value for them?
