Reference point here:
Ideally, a county line station will have the antenna in both counties.
In pragmatic terms, we like them to be close. Some of the county lines are in the middle of rivers/streams, so it would be difficult to be a "pure" CL station.
That helps to avoid county line angst, for instance, Our mountaintop station has two antennas that crosse the line, but the other antennas do not. So to be pure, 80 and 160 meters would be two counties, and 40 through 6 meters not. Although the 40 meter ties off but does not cross "wire wise". Oh, and we have an other 80 meter that is wholly in Centre County. Yikes!
But under our guidelines, the entire station could be county line.
Knowing that there can be some confusion, we address the matter in the rules and definitions. I'm available to cast judgement on a site also.
