[PaQSO] county line stations

Perhaps I should keep quiet, but to me the concept of the 
"County Line Stations" does not fit with PAQP.  I could see
the need for giving out "double" QSO's if there were lots 
of counties where nobody was active, but in this contest
there are very few such cases. It seems to me that the
county liners I have worked are seldom if ever in rare 
places.

In the interest of keeping scoring simple I think the 
county line stuff should be deleted from the rules.

While on the subject of scoring, I guess I have been 
sending in faulty county summaries for years.  I have 
always scored each county individually without regard
to mults collected in other counties.  I now understand 
that the individual county logs are scoring aids for the
log checkers.  Sorry.
