[PaQSO] 2012 PQP Canadian Sections

Well, we now have the official acronyms of the "new" Canadian sections.

But. 

It's really too close to party time to make changes to the sections we have, so the 2012 version of the party will be using the old version of the sections. We get enough VE QSO's that it would mess things up for the participants.

The VE section of the rules will reflect this.
