With all due respect... no.
This is a friendly, fun contest. Setting aside the fact that enforcing
rules of this nature would prove to be difficult if not impossible... what
would be the point?
People make plans to work other stations in contests all the time. Yes, I
know that in the big international 48 hour DX contests, there are rules
regarding this... but those are Very Serious Contests & Contesters (a little
too serious IMHO, but that's another story) with, today, other things at
stake besides bragging rights and a piece of paper... like a spot in an
upcoming WRTC (which is also something I disagree with, but that too is
another story)
Stringent rules of the nature you propose take away from THIS event's fun
level. Pure and simple.
Furthermore... well, let me give you an example. I dropped an email to
another ham (who has an extensive mobile setup) after the overnight break
started, asking him if he could possibly take a run up into Indiana County
for a few hours on Sunday. (He wasn't able to, which as it turned out for
many didn't matter, as others had it covered.)
Under strict interpretation of what you are proposing, that would be
verboten and would subject me to a disqualification. For asking someone to
run up to a rare county? Now, maybe if I'd only asked him to work me,
that's one thing, but that's not what I did.
What I did was not "cheating." I didn't try to get an advantage over anyone
else; I tried to help everyone else out by getting a very rare county on the
air.
If you have a specific problem with someone, you need to discuss the details
with the contest committee. But a draconian rule change without further
information strikes me as unwarranted at this time.

I'd like for someone to provide a "Fine Definition", with a passband less
than 10 Hz wide, the meaning, restrictions, and penalties for operating
outside of those time periods.
IMHO, the time periods outside the specified operating hours should be
defined as: "ALL RADIO OPERATIONS RELATED TO ACHIEVING POINTS IN THE PAQP,
WHETHER DIRECTLY, OR INDIRECTLY, WILL CEASE !" e.g. Using other
frequencies/bands, during non-operating hours, to conduct on-the-air
"scheduling", or "planning" to meet another station during published
operating hours, on a given frequency, at an appointed time, for the purpose
of obtaining points.
This activity is "operating outside the specified hours", it constitutes
CHEATING, plain and simple, and those who do so should be disqualified.
