[PaQSO] OPERATING TIME PERIODS

The rules say the contest runs from 1600 UTC Sat. to 0500 UTC Sunday, and
then 1300 UTC to 2200 UTC on Sunday. Meaning that all contacts need to take
place within these two time ranges.  Contacts before, b/w, and after
(anywhere outside these two time ranges) makes the contact void.  Maybe
that's just my interpretation.

As far as using a freq and another time to make an appt. to meet someone
within the approved times and bands, I would say is permitted, just as long
as a valid contact occurs in the approved contest time on an approved freq
with this station.  

Example 1: meeting your buddy Friday @ 10pm EDT any freq and asking him to
find you at 3pm Sat. on 7.235 MHz to make a contact in the QSO Party and
then actually making the contact on Sat. (within the approved time range) on
40m would be within the rules.

Example 2: meeting your buddy Friday @ 10pm EDT and counting that meeting as
the contact would NOT be within the rules.

Are you saying that you know of someone making a contact outside the
approved time ranges or on an unapproved freq and counting that contact for
points in the QSO Party?

I'd like for someone to provide a "Fine Definition", with a passband less
than 10 Hz wide, the meaning, restrictions, and penalties for operating
outside of those time periods.

IMHO, the time periods outside the specified operating hours should be
defined as: "ALL RADIO OPERATIONS RELATED TO ACHIEVING POINTS IN THE PAQP,
WHETHER DIRECTLY, OR INDIRECTLY, WILL CEASE !"  e.g. Using other
frequencies/bands, during non-operating hours, to conduct on-the-air
"scheduling", or "planning" to meet another station during published
operating hours, on a given frequency, at an appointed time, for the purpose
of obtaining points.

This activity is "operating outside the specified hours", it constitutes
CHEATING, plain and simple, and those who do so should be disqualified.
