[PaQSO] DX Clusters/Spotting Networks

I don't know if this is specifically addressed in the rules. In other contests if you use the packetcluster you can be in Single Op assisted category. I refrain from using it myself as I always enter in single op category. For the record I missed INN for the sweep. Had a great time as always, however.
