[PaQSO] DX Clusters/Spotting Networks

I saw lots of chatter in this reflector about "counties needed" between 
Saturday and Sunday sessions of PA QSO Party.   This didn't sink in 
until just today.

Are DX Clusters/Spotting Networks permitted for Single Op stations?  I 
/might/ have picked up a few more "rare" counties if I had used my 
favorite DX Cluster if these were encouraged, and I could have spotted 
one or two "rare ones" when I stumbled across them.

Yes, I know I should have asked this question before the weekend. :)
