[PaQSO] Needed for Sunday

What would really help:
Why are there several (many) stations in rare counties who only Search &
Pounce. I've followed several of them (don't remember who or in which
of the many counties I've not worked), and they all seem to call the
stations who are calling CQ and never themselves call CQ.
It's frustrating, to hear a county which you've heard a couple times
from a couple different stations, but they never seem to call CQ.
I'm quite sure that a part time effort, QRP, from Michigan, won't
command enough signal to attract the S&P type station, but I've been
heard by most stations who are calling CQ repetitively. I've even
beaten out a pileup upon occasion by calling at an "opportune time."
Note this is a perennial "complaint" - in the recent Ohio QSO party I
listened for a mobile who I knew was coming through BROWn county, I
heard him call other stations, and I'd even slide up or down a few KHz
from where he last called, but he didn't hear my QRP signal, at least
not loud enough to attract his attention, and I missed working a station
in the same county was my location.
I congratulate the PA QSO Party and the ops in PA for putting on a great
QSO party!
