I was just dealing with this same issue two days ago.  I was having issues
with a generic Prolific chip based adapter.  I found that the Gigaware 6
foot USB to serial adapter at Radio Shack works well.  I'm running two of
them simultaneously with no problems with Windows 7.

So for once I can say "Radio Shack to the rescue"..... :-)
