[PaQSO] Logging Dupes

Exactly right, Blair! Can't speak for how the log adjudicators
work it for PQP, but in the major contests, the station who logged
it wrong is likely going to get dinged for a busted QSO plus
penalty QSOs. Really easy to find busted QSOs with electronic
log checking.
The bottom line is this: ALWAYS log dupes. There's no good reason
not to.
