Yes, if they are found by the log reviewers. The penalty is for
claiming credit for them. If you or your logging program finds them and
marks them as zero-pointers, there should not be a penalty.
There are many good reasons for working dupes. (Ask AE1T, AE3T, AE5T,
etc.) If you busted a call in a previous QSO, why refuse a good QSO
because you think it is a dupe? Log it for zero points. It doesn't
matter which one (or which op) is wrong, the score comes out the same.
Technically, logging a county line station is done by working a dupe...
The second QSO entry is a zero-point duplicate QSO, but might be a valid
mult.
