[PaQSO] Logging Program

Eric,

The program database field for QSO points is an integer so all point values 
are doubled to work around the non-integer CW QSO points. The actual score 
is one half of the displayed value.

Your message immediately jogged my memory why the bonus points were 400 
instead of 200. With the latest version, the PA bonus points are wrong. They 
were correct in version 9.9.7. So users can expect a new program release 
early next week with the last PA QSO Party change reversed. Until then, 
using version 9.9.7 for the CA QSO Party and program testing is recommend.
