Too late, Ron! at least about the multiple page business. A couple  
years ago, I took the PAQSO Party rules from one page (although with  
very small type) to something like 13 pages of rules, definitions, and  
clarifications.

The funny part is that within a week, I had someone call me out for  
"the rules not being very clear". I've dealt with writing up rules for  
various groups and a corporation or two since the early 1990's. It  
just isn't possible to make comprehensive rules. There are too many  
people out there who actively look to find what they call  
"inconsistencies", and ask dumb questions about the rules. A good  
example is that I kept getting asked if the stated frequencies for the  
party meant that those were the only frequencies they were allowed to  
operate on. Like if we had 3850 KHz as a frequency, they could use  
that and no other! Strange thing is they thought they were being  
clever and showing up the dumb rule writers.

Just the whacky going's on in the CQWW contest can attest to that sort  
of thing.  Any update on that one Ron? I've gone off the cq-contest  
list.

But the issue at hand, the business of people operating improperly  
during contests, the endless sending of QRZ, QRZ, without ID'ing  
themselves, makes for an interesting situation. I usually operate high  
power, but last year I operated mobile, so there was some SnP going  
on. It is pretty irritating to call back to a station that hadn't ID'd  
for as long as I was listening. Had a few dupes for that reason.

But I do expect the operators in the party to operate according to the  
F.C.C. rules and don't think that is quite our purview. I will  
consider adding that all participants are expected to operate within  
the F.C.C. rules. It would be in the clarifications section if I do,  
because I have no intention of getting involved with legal matters as  
well as party operational matters.
