This is an excellent strategy on bands where you have propagation to PA, and
people within PA don't have propagation to each other. It will also work on
bands where both you and the PA stations have propagation.
Fortunately for you, unfortunately for the people in PA, this the first
scenario is likely to exactly fit the situation on 40 meters.
The strategy works better on SSB than CW because there more casual PA ops on
SSB, and because the mobile CW ops (such as myself) don't spend much time
tuning around to answer CQs by others.
CQ in a form like:
"CQ Pennsylvania, looking for anyone in Pennsylvania, from KB8TYJ in
Michigan".
Avoid using "CQ Pennsylvania QSO Party" as this implies you are looking for
anyone in the party, including people outside PA.
You will still have to tune around looking for the PA guys who are CQing.
But there will be many qsos to be made (potentially well more than half) by
CQing.
