There probably is something to the claim, but we
use whatever we have available.  In our case, it
happens to be a 56-foot self-supporting tower.
We have either 12 or 14 gauge wire (I forget which)
that runs up from a ground rod to about the 50 foot
level and then runs maybe around 85 feet out to a
PVC pipe in the front yard.  We have all of 8 short
radials of various lengths.  I think three of them
might be 100 feet long and a couple are only about
25 feet long.  None are anywhere near a quarter
wavelength.  We just put down whatever we could.

We're not king of the band with it, but it seems
to put out a reasonable enough signal.  Reasonable
enough to work 28 countries in CQ Worldwide CW
last November.
