I was going to try to stay out of this, but...  :-)

I've done 1500 watts out, 100 watts out, and 5 watts
out in the Party.  I can tell you from experience that
the x2 multiplier for QRP does NOT even out the playing
field with QRO operation.  It does, however, give a
scoring advantage over the 100 watt crowd.

BTW, carriage returns are a good thing.  :-)
