Mike,
I must be reading something wrong in the rules...Out of state ops have 67 multipliers..the 67 counties in the state..
copy and paste from rules:
Multipliers for Stations operating outside of Pennsylvania:
Pennsylvania Counties.

the problem I can see is the confusion of re wording the following to exclude epa and wpa

ARRL Sections + Canadian Sections + PA Counties + 1 DX. See Canadian Section
explanation for details.
leave well enough alone Mike..the multipliers are fine
