Hi Folks,
Here is the definition of "mobile" accepted by the Mobile Amateur Radio Awards Club. Although to my knowledge the PA QSO rules never specified an exact definition, I think this one expresses the generally accepted terms clearly:
For purposes of applying for MARAC awards, "mobile" means operating in or on a movable vehicle, independent of all commercial power sources, and able to travel at any time without having to disconnect any wiring or change any antennas in order to move to another location.
Perhaps the Party might consider adopting similar language in defining mobile, portable, and rover.
