I'm not clear if you are talking about stations worth bonus points.  I hope 
you will avoid the 2006 situation of having many stations in  different 
counties using the same callsign. 
 
An interesting idea that we are trying in the upcoming Michigan QSO Party  
(Saturday, April 21 - be there!)
is an award for working calls whose first letter (after the number)  spell 
out the word "MACKINAC". (This is the 50th anniversary of the Mackinac  Bridge 
which joins the Lower and Upper Peninsulas of Michigan).  So K8MR or  N8M count 
for "M", K8CC or W8C for "C", etc.  In Pennsylvania you might  make it a bit 
more challenging, by spelling "PUNXSUTAWNEY".
 
(Note: this idea was blatantly stolen from the people in Oklahoma, where  
OKLAHOMA was the magic word.)
 
I am willing to discuss special mobile operations, if you all are willing  to 
use a Pennsylvania native who happens to now live a bit further west.
