[PaQSO] Revive Club Award?

Perhaps this was the intent of the "High Avg Club" trophy, but I'd like to
see a club competition scored by points per member.  This would be
registered/dues-paying members, not just members that submitted logs.  Make
it so that a minimum of three club members have to submit logs to be
considered for the club competition, and a bonus station score is excluded
from a club score.

Such a competition would encourage clubs to get more of their people to
participate (which arguably is very beneficial to the future of the Party)
and give an opportunity for the smaller clubs to compete with the super
clubs.
