I recommend the PAQP committee require Cabrillo.  As
was stated by WN3VAW and perhaps others, most contest
software will generate a Cabrillo file.
There is freeware software by SP7DQR at
http://sp7dqr.waw.pl/eng/index_en.html that does ADIF
conversion to Cabrillo for people whose software does
not generate Cabrillo. If your logging software
doesn’t generate ADIF, why are you using it.

SP7DQR also has software for contest committees that
do cross checking and more.  He even offers on his web
page to do special programming for a particular
contest.

Are the new rules published and have the software
vendors been notified of the changes?
