Echolink can't be used in a contest! it nothing more then an internet repeater! but i could be used to make the pre-contest net more interesting and enjoyable! since there won't be so much QRM and can be run on the various vhf and uhf links around the state!

I realize that the more you specify, the more you *have* to specify, and
that road leads to madness. This is why the big DX contests end up having
rules so complicated they'd make a lawyer weep. Every little crack gets
patched so some wise-guy doesn't use it to take undue advantage. We sure
don't want the QSO Party to end up in that fix.

However, I encourage the PAQP sponsors to make it clear to everyone --
old-timers and newbies alike -- which bands are okay to use in the contest.

This can be done either by listing the bands which *are* allowed ("Contacts
are valid only on 160, 80, 40, 20, 15, 10, 6, and 2 meters, but no repeater
contacts on any band are allowed.") or which bands *are not* allowed
("Contacts are not valid on 12m, 17m, 30m, any band above 2 meters, and on
repeaters on any band.")

I prefer the former approach, myself. I think it raises fewer questions in
the long run and lends itself well to public announcements in the magazines
and web sites.

The problem with leaving important things to what "everybody knows" --
assumptions, implications, etc. -- is that everybody *doesn't* know. I'll
stand up and admit I did not know that 220 and 440 were officially
off-limits, and I've been playing in this contest since 1986.

While I don't agree with ruling out the bands above 2 meters, I'm not in
charge and don't want to be! All I ask is that whatever the rule is, please
state it so that everybody knows for a fact where the boundaries of the
