[PaQSO] IL county line operations

I operated a bit, from PA, in the IL QSO Party this 
weekend.  They encourage operation from county 
lines as each county counts as a contacts.  I worked 
several tri-county line stations and one quad-county 
line station. I noticed that after working 20 stations, 
I had 22 multipliers and points for working 25 stations.
I log with WriteLog and it handled this perfectly.

If PA ever wants to change the rules, I'd vote for
allowing county line stations to count as multiple
contacts.

Incidentally, they have a separate category for county
line stations so they compete against the same.
