[PaQSO] CL Rules?

I believe that the county hunters have set the standard and it is that the 
station antenna must span the county line, i.e. some part of the radiating 
portion of the antenna must be in each county, or, in the case of a mobile 
station, the vehicle must span the county line.  It's been a while since 
I've been spent much time around county hunters but I think I remember this 
correctly.
