Mobile windows are useless, for the simple reason that not everyone on the  
band is operating the contest.  Leave a frequency open for mobiles,  and it 
will be filled with non contest ragchewers.
 
Two suggestions, not mutually exclusive:
 
1. Encourage Rover operation.  The difference between a 40 meter  mobile 
antenna and a vee up 25 feet is about 3 S-units. From experience, that's  the 
difference between a qso every couple of minutes and running  180/hour. It takes 
maybe 10 minutes to put up such a dipole.
 
2.  If a mobile calls in, offer him your frequency, especially  if he's in a 
really good county.   
 
As an example of # 2, last year from ARM as W3DAN/R I had worked a bunch of  
guys on an out of the way frequency, but was calling a last few guys before  
packing up to move.  I called WA3HAE, who worked me and then offered me his  
frequency on 7260 or so.  I then worked another 60 or so guys before  calling it 
quits from there.

The real  problem is that it's the mobiles who'll more likely than not go to 
the  "good" counties that everyone wants/needs.  If there's a window, you  
can check that periodically.  Without a window, it's hit or miss for  those 
needing the last few counties.
