[PaQSO] Rule Change Procedure

After reading these interesting posts, I have to think
that we need more structure with the QSO.  Perhaps one
person or a group at NARC to submit new ideas to. 
They can discuss what you suggest amongst themselves
and ONLY THEN seek opinions from the general
participants via the reflector, if the idea has merit.
 This will eliminate the spirited exchanges and my
opinion is the best type of posting.

People are diverse.  We all have differing opinions. 
We can all suggest rule changes, which we either like,
or will benefit our own scores(like some of the
targeted tax cuts I keep seeing.  Try to claim them,
they only affect 0.00002% of the people.)  Sending
ideas to the QSO people directly seems to make sense,
otherwise we will keep feuding here.  After all, it is
their contest.

Rule changes should only be made as a last resort. 
Basically, you want to keep your rules intact each
year, once again this is NOT the federal tax code. 
Rules should be simplistic, but say enough.  I do
support a better set of rules, which is more specific.
 This would merely be a clarification.  I have heard
lots of stories about people breaking or bending the
QSO rules, so certain things maybe should be spelled
out a tad better.  

I would rather see the reflector used for discussing
positive things about the contest, instead of dividing
the participants.
