[PaQSO] 2 points for all CW QSOs

Just in case anyone is keeping score, I too am in favor of making all CW 
worth 2 points.

I took a rough look at 2004 results and such a move would have meant about 
a 10% - 12% increase in the scores of the top 5 stations. I doubt it would 
have had any effect on the actual results as far as plaque winners go.
