[PaQSO] 2 points for all CW QSOs

I'm in favor of 2 points for all CW QSO's.  I don't see a
big need to give a bonus for 160/80 as most people are
going to go there anyway for the contacts.

This RTTY QRM thing still scares me.  If it becomes a
reality, the rules need to state that digital QSO's must be
made up in the digital area and not in the CW segments.
I can see CW stations asking stations to switch over to
digital right there on the CW frequency and creating more
of a mess in the CW segment.
