N1MM will handle RTTY/PSK through a 3rd party program but it does not handle
the scoring or county line stations well.

This is not really the fault of N1MM, but is a result of some longstanding
oddities in the PAQP rules. In the days of paper logs these didn't really
matter, but today these quirks require software writers to invest extra effort
if they are to get it right. For most of them the PAQP is not their main
focus, so they just don't bother.

With the addition of Digital modes old records will no longer be completely
comparable, so this is the perfect time to update these rules. Namely:

1. Make all CW qsos the same point value. The natural choice would seem to
be 2 points for all CW and Digital qsos, 1 point for phone qsos.

2. Eliminate the EPA and WPA section multipliers.

3. Give credit for two qsos with a county line station, one for each county.
So if you give AD3PA number 100, log AD3PA in FUL as number 100, log AD3PA
in FRA as number 101 (even though you never say "101"), and send number 102
for your next qso.

None of these changes would affect the nature of the contest. But it would
make scoring it simpler and make it likely that any software would correctly
score the contest.
