[PaQSO] Permitted Bands

As far as I know all bands except WARC bands are excepted even though the rules do not imply above 2m

WARC bands. When they were created, they were restricted
to the point of NO contest operations. Note the word 'NO'.
Not for QSO Parties or SS or DX or any other. NO contests - period.
