I am confused about logging county line stations as
you wish.  What does that mean?  A free for all?  You
can’t say something like that.  It would be like
telling people to drive on whichever side of the road
they felt like, imagine that!  I propose that for this
year the rules be left intact with a county line being
one qso.  That way there is no confusion within the
ranks of the participants and it is more fair to the
software authors.  Remember, without them, there is no
contest!

After the 2004 QSO, perhaps late in 2004 or in early
2005, we can have a formal discussion and vote here
with someone from NARC tallying the votes.  All major
issues should be voted upon.  If you crank up the
people, who will participate?  

Another reason this is a bad idea is that it can mess
up the record scores, like allowing baseball players
to use aluminum bats.  If a bunch of mobiles go out
and exclusively stop at county lines for the entire
contest this could come into play.  This can happen if
coordinated properly.  This would be even more of a
disaster if some people count the qso as one and some
as two contacts.  That is why this should be ONE qso. 
  

You can’t get mad about people sounding off.  That is
what the reflector is for.  I was upset reading this
rule change idea too, being that is was thrust out
there at the last minute with no discussion
whatsoever.  This can all be avoided when the people
decide.
