[PaQSO] Rules

The trustee of W3UU does not have to be present at the control points of the
stations signing W3UU. The operative rule is 97.103(a), which says, "The
station licensee is responsible for the proper operation of the station in
accordance with the FCC Rules. When the control operator is a different
amateur than the station licensee, both persons are equally responsible for
the proper operation of the station."

For example, I don't have to be present at the control points of each of the
Field Day transmitters that are using the club callsign of which I'm the
trustee. Good thing, since being in three or four or five tents at the same
time is a tall order even for a talented person like me! I may even be at
home asleep while Field Day operates through the night. I've designated who
can (and who cannot!) be control operators of the stations signing W3NWA,
and I sleep well.

Although the rules of particular contests (CQWW multi-multi operation, for
example) may prohibit a station from having more than one signal per band at
the same time, I can't find anything in the FCC's rules that prohibits what
W3UU plans to do. It isn't in 97.113 (Prohibited transmissions) or in 97.119
(Station identification). Whether it's going to be confusing or not is
obviously a matter on which opinions differ, but I am not able find anything
in the Commission's current rules that indicates it's legally improper.

What I plan to do is work 'em, log 'em, claim 'em, tally up the score as
best I can, and let somebody else sort out whether or not I did it right. I
have all the fun, they do all the work.
