The trustee of the license decides to trust the operators, and to take the
responsibility should anything go wrong.

This multi location operation has taken place for several years by no less of
a call than W1AW. In the IARU contest in July W1AW has operated as the ARRL
"Bonus Station" from different locations around the country. In 2003 this was
done from Pennsylvania, with W1AW/3 operating 160 meters from W3GH's QTH in
Westmoreland county, 15 CW and 20 CW from WA3FET's in Centre county, and the
rest of the HF bands from K3LR in Mercer county, where I was one of the
operators.

In other recent years various W1AW / * operations in the IARU contest have
been done from multiple locations. I've heard of no problems resulting from
them.
