[PaQSO] Traffic alert for all mobiles

This may affect mobiles depending on their route.  Penn State plays Purdue 
in football at 4:30PM on Saturday.  That will affect 322 westbound at the 
beginning of the contest, but I don't know about other routes.  Not sure 
how that affects Saturday evening traffic.  I went to the first game, which 
was a 3:30 start, and traffic was brutal eastbound from about Boalsburg to 
Seven Mountains on 322 at around 9:00PM.  After that it was 
tolerable.  Again, don't know about other routes.
