[PaQSO] Where's the trustee ?

I brought up the subject before, and have seen no explanation.

If  WZ3ZZZ is the call assigned to the resident of 1234 Main St.,
Podunk,PA,
then pray tell me how that operator can legally operate his station under
the call W3UU?   AND, where is the trustee, whilst there are 3 or 4 or 6
such operations going on throughout the state? And, how does he/she
oversee and regulate said operations?

If this is all within the regulations, then OK. 

I am opposed to earning more than ONE bonus per mode per band.
 
Activating as many counties, especially the rare ones, as possible, is a
commendable endeavor, and I applaud the effort.

without
