[PaQSO] County line logging

When I was involved in setting up the rules for NEQP and MAQP, we
struggled with this one. Indeed, there was no good way to get logging
programs to bring in two multipliers with one QSO line entry. For me, I
only have suffered that problem when both multipliers were new ones. If
one was worked already, I just ignored it and entered the one I needed
or if I had both already I would just enter one.
What always seems silly is the need to play with the summary and
cabrillo pages to adjust for the errors I would list as I went along --
keeping a paper list of adjustments needed after the contest to add for
a needed-but-unlogable multiplier or to subtract QSOs if I had listed
them twice. In days of computerized contest logging, it is time to get
past manual post-contest adjustments -- in part because it leads to the
temptation to adjust other errors made along the way.
So, I have been waiting for this change ever since I stopped true
paper logging long ago.
