[PaQSO] Some thoughts on rules

What would be a complete and concise set of rules? 

The rules are published on the web and have been mailed to at least last 
year's participants.  They include the required exchange, scoring and 
the divisions.  They also state what may not be done (no WARC bands or 
repeater contacts), what must be done (10 QSO minimum per county for /M 
and /R, once per band/mode and county),  and what should be done (sign 
/M or /R).

Everything else that doesn't outright violate the rules or their spirit 
is legal.  In my opinion they are complete and concise.  If a station is 
/M and /R in a county, by the rules I may work him only once per band 
and per mode in that county.  And as long as that station dutifully 
sorts his QSO's into the appropriate division, he/she has followed the 
rules to the letter and their spirit.

I kind of doubt the contest sponsors thought anybody would ever operate 
/M and /R.  But if we try to define every possible legality of the 
rules, the organized free spirited nature of the PQP will fade.  Looking 
at what has been defined leads to a fair and equitable operating 
interpretation for all involved in a /M and /R operation.
