I checked the web-site (www.neqp.org) and I was correct.  I.e.  Washington 
County, RI is WASRI, while Washington County, VT is WASVT.  If we used existing 
designators for counties and suffix the two letters for the state, we may be 
ok.  

The only problem which may result is if any counties (or city counties in VA) 
have abbreviations longer than three characters.  Then, if suffixed with the 
two letters for the state, the resulting location designator will be 6 
characters long.   At that point the resulting designator may be too long for many 
existing computer logging files.
