Yes there is a junction of INN-ARM-JEF.
Whether or not you could park there is another 
question. I'm not familiar with the actual terrain.
However, I think you should bear in mind that,
as a county line operation, you are not competing
with anyone else. There is no specific award. The
benefit of such an endeavor goes to the guy who
works you, in that he gets 3 (or 2) counties all
at one shot. In the case of the 3 counties under
discussion, INN is the only really rare one, so,
why not go to INN and shoot for the county record,
or at least win the county for the particular event.
Just my observation.
