Larry,

The Nittany ARC (sponsors of the Pa QSO Party) also offered an award for
working all 67 counties -- I don't recall the name of it offhand, so that
may be the one you're talking about -- but I don't know whom the person(s)
in charge of that is or was.  Haven't heard them talk about that one too
much the last few years.

I believe the Mid-Atlantic ARC is also offering a worked all counties award,
again, I don't know the name of it offhand, but I believe that's of more
recent vintage.  You should ask Kay N3KN (ex WT3P) for more info on that, if
she's not in charge, she'll know who is.

Many of the participants in the contest live out of state but come back (or
come home) to operate in it; that's part of the fun and what makes it so
great a contest.

I'm not sure I understood your other question.  During the contest, PA
stations work everyone in & out of PA.  Stations outside of PA work PA only.
(This is a contrast from some other state QSO parties, CA for one, which is
CA stations working non-CA only & vice versa).  That includes DX stations
working into the state, and I know of several DX (specifically some DL's)
who were going about it very gung-ho!

This was my first PA QSO Party and I had a great time
working all you guys and gals.  Made 233 contacts in
63 counties, leaving me only needing Bedford and
Somerset for the Pennsylvania "67" Award.  Does anyone
on here know who administers this award (a specific
person)?  I have a question about whether all contacts
with PA count, including some that were made (and
QSL'd) from outside of the USA?  And, while on the
subject of cards - W3DYA has a Texas address on
QRZ.com...  I wonder if he also has an address in PA
or was he up for a visit during contest weekend?
