[PaQSO] "off the wall" question

This is the kind of questions I would like to see more of. I KNOW OF A
STATION LAST YEAR THAT OPERATED 1 RIG ON SAT. AND THEN 2 ON SUN. HE STILL
CLAIMED SINGLE OP STATION. THEN THERE WAS ANOTHER THAT HAD A LOGGER AND
CLAIMED SINGLE OP. THESE ARE ALL THINGS THAT I FEEL NEED WORKED OUT. Single
Op means just that, one person doing it all.....
Does MOBILE mean on the road with WHEELS TURNING or just because you
have all of your equipment in your Mobil as one post to this group stated ?
One portable station claimed to be MOBIL because of the fact that he
operated from his car even though he never moved from one spot. HOW DO SOME
PEOPLE GET THESE IDEAS FROM READING THE RULES ? ?

Would a Mobile or Rover be considered "EPA" or "WPA", for the purpose of
"medium power" or "QRO" plaques, IF he/she operates only in EPA or WPA
county's?

Or does the very nature of mobile or rover eliminate them from competing
for these awards regardless of the fact that they might "stay" in either
half of the state?

Too much idle time on my hands and just wondering
