Would a Mobile or Rover be considered "EPA" or "WPA", for the purpose of "medium power" or "QRO" plaques, IF he/she operates only in EPA or WPA county's? Or does the very nature of mobile or rover eliminate them from competing for these awards regardless of the fact that they might "stay" in either half of the state?
